Development of a Comprehensive Cost Sharing Methodology for Dubai

In 2010, RMC assisted MVA consultancy finalizing the development of a cost sharing methodology study for Dubai. RMC worked closely with MVA and RTA to develop a cost sharing methodology for all modes of transportation and prepared a plan for implementation of the methodology taking account of legal and operational issues. The study has 9 tasks and RMC was responsible for finalizing tasks 3 to 9 of the study.

Dubai cost sharing methodology study covered the following tasks:

  • understand local conditions and issues
  • review current practices
  • develop alternatives for cost sharing procedures
  • develop a fee calculation methodology
  • determine enhanced land values
  • develop a clear process for viewing contributions
  • identify tools for implementation and enforcement
  • establish a computerised cost sharing program management and monitoring system
  • produce a good practice guide
